In regard to the parameters around financial
aid, MASFAA has always stressed an inclusive policy that
is focused on students with the highest financial aid
need but is mindful of the thousands of students that
barely miss eligibility for the centrally administered
programs, the MassGrant program on the state level and
the Pell Grant program on the federal level. We, therefore,
believe strongly in the need for campus-based programs
to supplement the centralized programs. In establishing
guidelines and rules for the programs, it is essential
to involve the financial aid community through an effective
advisory committee and the inclusion of the state’s
financial aid organization.
In regard to the role of the
Commonwealth in promoting access to higher education,
higher education is one of
the major industries in Massachusetts. For continued
economic growth and development of contributing citizens,
it is
critical for the Commonwealth to promote access to higher
education. Massachusetts should strive to provide a significant
portion of a student’s need. While generous loan
programs, such as the No Interest Loan (NIL), play a
vital role, increases in grant aid are required. The
pricing
of education is a complex subject; however, financial
aid programs have broad based support among the citizens
of
the Commonwealth.
In general, continued and additional
support of proven need-based financial aid programs,
supplemented by creative
and new need-based initiatives, will be fully supported
by MASFAA. We look forward to assisting in the development
of these initiatives and assisting in their implementation. |
